“Can the fan that cools the oven be turned off without simply unplugging the oven? I have a recipe that requires the oven to be turned off and rest. The fan cools the oven too quickly and I don’t get the desired results.”

You could try pre-setting the upper oven to warm and move the dish there. One of those laser thermometers is handy for checking the temp if the recipe gives you any clues as what it is looking for...

The cooling fan is designed to cool the oven down to protect the electronic controls and is thermostatically controlled. There is no way to turn it off outside of unplugging the range.
