“Can you refill these cartridges? And will the pads go out causing it to stop working like my epson did when fully functional”

Yes I believe you can order new cartridges. And I hope the pads don't give out (or at least not soon) I too had an Epson WF that was Great until it dried up on me. All trouble shooting options failed, so it's going in the garbage.
