• It's a box with some fans that light up and a control module for them. You supply the rest of the parts to render it a functioning PC, like power supply, motherboard, CPU, memory, graphics cards, and HDDs or SSDs, and bolt them up and plug everything in yourself.

• The PC case (aka tower) just holds the components for the PC such as the motherboard, graphics card, etc. There is no hardware inside of the case itself.
