“The rear fan RGB is on and working, but the CPU cooler top radiator fan RGB lights are not turning on. I can't seem to figure out how or why. I checked in back and everything seems to be properly plugged in.”

I believe that is a wire connection issue if only one RGB fan light is off while others are good, Bestbuy has geek squad to check and fix the issue. You better bring that to Bestbuy within 2 weeks of purchase if you don't have a paid membership.
