Yes and kind of yes. You can add an external monitor no problem via HDMI; However, streaming from the same laptop with an i5 processor that you are also playing games on (even an HQ) at the same time can be pretty dependent on the workload for the CPU. Depending on the games you want to stream like World of Warcraft or League of Legends (if that's what you prefer) then it should be fine, but some streaming programs can take a toll of stress on the CPU and GPU (this I would say can depend on if you have a capture card or not) but either way it is not what I personally would recommend. The bottom of the line is yes, you can stream and play games at the same time, but you might notice a performance drop or FPS drop while initiating both at the same time. I hope this was of help!
