If you have an old computer and burn a DVD at the highest speed, an old computer might not be able to read it. Other than music and video copying, I almost always copy at a slower speed. If you're copying music the music program will choose the speed (like iTunes), but if you're copying something like data files or pictures, I would pick a slower speed than the fastest available so that older computers can read the data.

As long as you have a DVD "burner" drive (one that records as well as plays), you can create as well as play DVD media. In your case, Windows 7 is an excellent, stable OS, and you will not have any trouble using the Dynex DVDs on your machine. Windows 7 comes with its own DVD-access software, but you may want to look into aftermarket DVD-use software (there is a lot of great open-source -free- DVD software out there) depending on what you'd like to accomplish with your DVD products.
