“Can this mount be used outside, and have the TV easily taken on and off for storage? Can a smaller TV (42") also be used, or only the recommended minimum?”

Not sure about mounting it outside but I dont see why not. As long as you have the right equipment. Yes you can put smaller tvs on this mount. I actually had a 32" on there for a temporary fix till i bought a new tv.
