You would need these cables, if you wanted to hook up any accessories to your TV such as a gaming console, or a DVD/Blue Ray player. That is the sole purpose of cables such as these, has nothing to do with cable. If you don't plan on hooking anything up to your TV, these are not a necessity

Yes, you can still use this cable. You don't have to have cable. HDMI cables can be used in many ways!

It depends on what you are trying to do. You can use this to hook up a blu-ray player to your television, a streaming media player, i.e. Roku, Amazon Fire, etc. to your tv.
