• it doesn't need wifi for basic functionality. But if it has wifi access, it can auto upload to the garmin cloud service (subscription required for that)

• yes , we have two , one for my Nissan truck and wife's SUV neither has Wifi but they connect to our phones when we excess them to see if their working
