Yes it does. How ever if you pair your phone with the garmin app, thats free. Updates come pretty fast vs the antenna has a bit of a delay. Good luck.

Out of the box the Garmin Smartphone link using your smartphone’s data connection is required to receive traffic. If you don’t have a smartphone, a Garmin GTM 36™ or GTM 60™ will be needed to access the traffic feature. This model includes in the box: vehicle suction cup mount, vehicle power cable, USB cable and a Quick start manual.
