“This gps (Smart 6I) will not let me map a trip from WV to New York. It will only map to PA, Ohio, VA and MD from WV (connecting states). If I drive up into PA will I then be able to map the rest of the trip from a PA address to a New York Address?”

The maps are now divided into regions. You need to add a SD card for more memory and download what regions you want.
