Unless your TV is capable of "casting" to other media devices--and I don't know of any that can--then the answer would be no. The Chromecast Audio is intended for connecting mobile devices to speakers and requires that the device have the "casting" option in its software. You could, however, use a Bluetooth transmitter from an audio out on your TV to a pair of Bluetooth headphones or a regular pair of wired headphones connected to a Bluetooth receiver. I do this for a TV in our basement, and it works well. Just be sure you're using a current (aptX) Bluetooth device to reduce any lag issues that can cause your audio and video to be out of sync.

If your TV supports Bluetooth, you can connect a pair of Bluetooth headphones to your TV that way. Or if your headphones are wired, you can connect the jack to the audio output jack of you TV.
