No, it does not work like that. "Chrome" + "Cast" = broadcast your chrome browser to TV. What you see in your Google Chrome browser on your laptop is what you see on TV! It does not work with any media players software on your laptop. But.......I think you could do it with third party apps (might not work with all O.S.), and it will cost you money and might not work that smoothly.

The other is more complex, but you will get the full HD resolution of the movie file you have. 1. Use the Chrome web browser. Open the Web Store for chrome. Install the Google Cast app. Open the video file from within Chrome. Click the cast Icon on the browser corner and watch it on your tv. 2. Download and install Plex Media server. using the guide from the website AllAboutChromeCast. Since I can't provide a direct link here, google search for "How to setup Plex for Chromecast" and look for the link starting for the website allaboutchromecast... Once you've done that correctly, then you can cast your movie at full HD resolution to your TV

Open local video in Videostream then a cast option will popup that will cast the video over to chromecast connected TV.
