Yes you can... Just download chrome cast addIn from google chrome and chrome cast app and you should be good!

While it should work with both XP and Vista, according to the system requirements you will only get limited performance when casting video. I haven't actually tried to use it with either XP or Vista so I don't know what is limited.

As long as you can install the latest Google Chrome browser on your XP or Vista PC, you should be able to use the Chromecast.

Has nothing to do with operations system. Think of it as making your TV wireless then just connecting it either to what's on your chrome browser on your PC or chromecast friendly content on your table or phone, like utube, plex etc.

Even if it works, I would advise you to upgrade your vista
