“Is this only working with motion detection? I would like to use this camera in my home to check on basement water levels. I would need the ability to turn on the camera remotely to see what is happening in the basement and then turn off the camera.”

As long as you have the app on a device it will be able to be livestreamed over network (either mobile of Wifi)

However, it won't be able to detect any water level increase for your basement.
