I received the watch from the outlet store but I can't pair it to my phone because it appears to still be associated w/someone else's account. I did a hard reset but that didn't work. null

Just watches that are cellular are locked to an account until paid off. If not paid off then the device becomes locked overall and can not be attached to another number.
