• I would say yes, I have the hero black 8 and it can record while plugged into a power bank. Not sure if it'll run with the battery out though. I'd just leave the battery in, it'll stay juiced up while you're recording.

• Yes, you can power the camera using an external power supply through the USB-C port on the camera. Note that since the door on the camera will need to be open for this connection, the camera will not be waterproof when this setup is used.
