“How is this powered, and can it be controlled at all without app?”

• It plugs into wall or possibly usb and you can turn on and off with the little control box on the powerstrip with 2 other buttons that change mode and color but app offers much more convenient and precise control

• You can power with the included power adapter directly into the wall or you could plug it into your USB port on your computer or USB hub. You would want to use the app that’s why this is the Wi-Fi version. Really easy to sync up and start using on your app. If you do not like apps, I believe Govee has a kit that is not a smart light kit, which would have a remote that you could use.

• It is powered by plug and contains a controller. But using controller doesn't the same as APP control. More smart functions are in APP.
