“Will the TV work with Google Home to turn the TV on and play streaming services?”

When the TV is off, Google Home is unable to access the TV to turn it on. Once the TV is on, Google Home seems to be able to communicate with it fine, including switching inputs and apps, and turning it off. Turning it on seems to be the only time Google Home cannot talk to it.
