This computer does not have a CD ROM drive but it does have USB ports if you wanted to purchase one separately and plug it in. You can take pictures from your phone and put them onto this computer relatively easily, either through a USB cable (the one you use to charge your phone will also plug into the computer to let you transfer data), using Microsoft's functionality, or through a cloud service like Google drive. If you're wanting a CD ROM drive on the computer itself you'll likely have to purchase a larger laptop.
