“I have had this computer almost a month and twice now it will not power on? I have plugged it in and held the windows button and the B key and no luck. That worked the last time. I may have to return this one but my daughter loves it when it works”

The windows key + b isn't how to power up a laptop that's been turned off. The power button is located on the top row of keys, one over from the far right. If it won't power up that way, you'll need to contact the HP support team so they troubleshoot the issue with you.
