• If I take your question literally, it appears you are asking about refilling an empty cartridge. I don't think HP officially sanctions that, and could be the reason the indicator does not change. The HP Team's answer applied when you replace (rather than refill) the cartridge. BUT - I am just guessing here. Hope it works out for you.
