“I see that this printer must be installed with a stationary point of reference and cant be deemed portable. Meaning once I use the functions available I have to keep the printer located at the same location all of the time.”

While it's not portable in the sense that you can use it anywhere without connecting it to an electrical socket, the printer can be shut off, moved to a new location, and then used there.
