Yes you need a wall block that is a high wattage charger to work the high charging cable. The cable by itself just supports fast charging at the speed that the wall block can put out. (Dont know about the first part of the question.

The Insignia™ 8ft 100W USB-C to USB-C Charge-and-Sync Braided Cable is designed to support high-wattage charging, up to 100 watts, making it suitable for a wide range of devices, including ASUS ROG (Republic of Gamers) devices. To achieve high-wattage charging, you need a compatible USB-C power adapter that can provide the necessary wattage, as the cable alone isn't sufficient. First, check your ROG device's power requirements, as some laptops may need specific wattages like 65W, 90W, or 100W. Ensure you have a USB-C power adapter that supports Power Delivery (PD) and can output the required wattage. Connect the Insignia™ cable to both your ROG device and the high-wattage power adapter, then plug the adapter into a power outlet. Your device should then charge at the appropriate wattage, given that both the cable and adapter meet the device's power needs.
