Yes. I'm actually using a 5-port cell phone charger to charge several XBox One controllers. 3 of them are using the official Charge & Play kit, and one is using this kit. It works fine.

Yes, any USB charger can be used to charge it. The included cord has a light indicating whether it is charging, but any micro USB cord and charger can be used to charge it.

The Insignia Charge and Play Kit comes with a rechargeable battery which isn't supplied with the XBox One S. So you either keep a hefty supply of AA batteries on hand (expensive) or stay tethered to the console (NOPE).
I would NOT advise charging this item with a cell phone charger. Rechargeable batteries are amp sensitive and could damage the battery, the controller or even your console.
This kit is worth the $15 or $20 bucks..and it works, no problem.
