As I understand the program, you can carry over to the following month your unused portion of the 50 pages. If you do not print a lot, you picked the correct plan at $2.99 / month. You will still pay the monthly fee unless there was a promotion when you bought it - you will just have more pages available to print.

I don't think that is how it works, but they send you the ink within a week or two of signing up, and it is up to you to utilize how many pages you print out, when your printer needs ink, it will tell you and HP is informed as well so they will resupply when needed, you will always have ink available to install when needed.
