“I'm trying to use this as an OTG cable with power pass-through but if power is plugged in it only charges and the USB A just completely stops working. Is there something I should know or should I just return?”

The USB-C allows pass-through charge with supported USB Power Delivery 2.0 or 3.0 on devices. The USB-A port supports USB peripherals such as K+M, flash drives, etc. Please contact our Technical Support Team, so that they can get more information from you.
