“We recently purchased some over the ear Bluetooth headphones that were not JBL for our kids. They work fine but at the lowest setting is still loud. Sometimes we just want quiet music. We all have iPhones. Are these good on low? Maybe it is our iPhones?”

Yes these can go pretty low, safe for kids.
