“I have a Samsung 40” model UN40H5003AFXZA. Will the m300 mount allow me to view at the 135 degree angle? And does the tilt work on the fly meaning can you adjust it throughout the day or is it meant to be set and tightened with a screw or bolt”

The M300 will not allow your TV to get the full 135 degrees swivel, although you will get close. To adjust the tilt it requires the use of a simple tightening mechanism which can be done at any point.
