Does the Kate Spade airpod case charge the airpods ? null

It does not charge the airpods. It does however have an open area at the bottom to plug in your charger.

When it is plugged in it will charge the airpods.

The case doesn’t charge the airpods. The airpod case does the charging.

It's just a protective cover for the airpods case itself so it wouldn't be able to charge them by itself without the airpods charging case, but it does allow for you to charge your case wirelessly or by cable, it has an hole on the charging port at the bottom that doesn't interfere with the cable.

It sure does. Just like the case that came with the AirPods, only fancier. And, smells better too…
