Ours is quite level. If your dishwasher has two levelers in the front, you should simply level it. If it is leaning forward, than the levelers need to be let out to raise the front height. Sagging in the front that can't be solved by basic screw-post leveling can be a major issue, like your base floor is higher than your finished floor. You can't put levelers in place of the wheels, that would actually make it harder to install and level - I've done a few of these and they are a real pain - but four levelers have been the traditional way for decades. Wheels on a true flat floor are much easier. I am very concerned that your plumber can't figure it out. It is a very common feature of modern mid-to-high-end dishwashers. Is he/she licensed and experienced? From a reputable plumbing company? Before I try anything else, I would look for a second opinion.
