Considering that the chromebook comes with an adapter to use AUX, it's safe to assume that you can connect an adapter Type-C to USB for the hard drive without damaging the chromebook itself.

There is a USB-c to 3.5mm adapter included with the Chromebook Duet for attaching a headset to the Chromebook Duet. You can also use a USB-c to HDMI adapter to connect an external HDMI monitor to the Chromebook Duet. The single USB-C port is capable of 18W (9V/2A) charging and 1080p 30Hz video output (though you'll get bumped down further to 720p 60Hz on most monitors) also.
