“We are a college. We need a tv for our lobby to play apps or messages for the college. Two other floors in our building have old tv screen doing just this but they are over a decade old and the person who purchased them are gone. Does this tv do this?”

It sounds like you are looking for one to connect to a computer. This TV does a great job as a monitor for a computer as well as a TV.
