It is not just for the storage upgrade. You are getting an extra 2 cores for the processor and 2 cores for the graphics. In addition you also get a faster charger.

This is 499 more than the 512 with the standard charger and less equipped processor. I’m not sure where the 16” starts or what’s included in the 1TB upgrade, the hard drive notwithstanding.
