Yes, but you’re going to have issues with the CS3’s interface. I have CS3, 5 and 6 and all of them end up having issues because of the high resolution of the Surface’s screen. Those programs were built for lower resolution screens and not tablet PCs so all the menus are extremely small. If you’re like me and use a lot of keyboard shortcuts then generally it’s not that much of an issue but as soon as you start using the drop down menus it becomes an issue. There is a third party program that you can use to scale up the menus but it also gives you less visible canvas on the screen. Search Surface Pro 2017 Photoshop and there’s an Asian gentleman with a YouTube channel who has a video on this specific issue and that third party application. It sucks to pay monthly for PS CC but the tablet functions it has are awesome. If you can afford it, do it. If not the third party application might be your best bet.
