You can start the installation from the USB by plugging it into the computer and booting from the USB. That will install Windows 10 and you can select if you want a clean installation or to save your files.

Please try again later.Short answer is no, once you select the USB as the boot option the then it will proceed to completely erase the hard drive that had the corrupt windows 7. Tip: unplug any other hard drive or SSD m.2 that you DO NOT plan on using for the Windows 10 install. It will make the selection of the drive easier.
