Chances are, yes. BSOD is typically caused by an error in the software (e.g. a system file got corrupted due to a sudden loss of power to the pc), and installing Windows fresh will reinstall all of those system and driver files. You might need to reformat/wipe your hard drive it if doesn't have enough free space, but if it does, it puts everything already on the hard drive into a windows.old file after Windows is finished reinstalling, letting your easily recover all of your old files, pictures, etc you need before deleting everything else.
