• You only need this if somehow it didn't come installed on your computer, or the version that came with your computer completely broke. I feel you if you don't want to install it - its not too hard, but is annoying. I would just get a Windows computer with it already installed (basically all of them with Windows in the branding)

• Just plug the usb port into the desktop and follow the prompts. Does not require a tech. Older models are less compatible with newer devices and applications. I would upgrade.
