Yes, you can stack two 12-month Xbox Game Pass codes.

The package says Limit: Redeem 1 Holiday Offer per Microsoft Account per 12-month period. My guess would be that if you activated one in 11/18, You'd have to wait until 12/19 to do another one on the same account. Doesn't sound like they stack to me.
