I checked the Xbox server status when I got the error trying to redeem a Xbox live code and Xbox servers were having issues with codes and online purchases at the time. The code automatically went through a few hours later when Xbox fixed there issues. I hope this is the same issue you are having. Do an online search for Xbox server status and see if they are having issues and I hope this helps.
