“Will this unit charge my Toshiba notebook? If not what portable power unit would you recommend?”

• Depends on size of notebook. We had no problem charging up an apple notebook once fully but wouldn't expect more than that. If needed more just go with a bigger size but same brand.

• It can if you can charge from USB. It doesn't have any other charging ports other than USB.
