A 5,000 mAh power bank should charge your iPhone 13 Pro Max to around 70-80% in real-world use, not 100%. This is because some energy is lost during the wireless charging process (MagSafe is less efficient than wired charging) and the battery capacity ratings don't account for conversion losses. Getting 50-60% is a bit lower than expected but still within a reasonable range for wireless charging. If you want to maximize the charge, make sure you're not using your phone while it's charging and that the MagSafe alignment is centered properly. Also, charging in a cool environment helps. That said, if you consistently get only 50% or less, it might be worth exchanging it since it's refurbished. Customer service should be able to help you out.
