• Yes, the phone is unlocked. If you take it to Target the Target Mobile representative in the back should be able to assist you in activating it - assuming best buy wasn't able to help much.

• I have my Moto G7 on Consumer Cellular. Yes, the G7 works well on that system. All features and functions on the G7 are retained. It's a perfect combination. Call Consumer Cellular to get a nano SIM card to put in your G7 to get it going. The card is free.
