• The 10400f CPU does not have an integrated graphics card so without a dedicated GPU you won't get any picture.

• Windows does not rely on a graphics card, if you have a friend with a pc or even a windows laptop then they can install a non activated version of windows to a usb and you can plug the usb into your pc and install windows that way. You will have to use integrated graphics on the motherboard itself in order to use your computer.
