After you reach your limit, I'm not sure if they throttle it, or you pay for overages. If you are a first responder, you would qualify for Firstnet through AT&T. You get a hotspot router and also a phone, both with unlimited hotspot and data. It runs around $40 a month and the cost of the equipment.
