“Does this product allow you to use Wifi internet connection on a desktop PC that does not have any native Wifi capability? IE do I still need a "wifi card" internally? Trying to find an external solution as my case does not allow for an internal wifi card”

Yes - this product is designed to add WiFi capability to a computer that does not natively have WiFi capability. It plugs into a USB port on the computer and works best with USB-3 (blue-colored) ports.
