Does the storage base need to be fastened down? null

No it does not. Apparently an accurate and succinct answer is not good enough to go through. I guess I need prose and eloquence to qualify an answer that required only 4 words to convey the information you needed.

No, it just sits on the counter and it is stable. Mine is near the wall when it is folded up. Very convenient and you get your counter space back.
