A:AnswerI'm an American from California writing this on Dec 2 2021. I don't know how useful this post might be for you but it could be for other people in the CAN/USA region.
This card (And the other 30-series FE cards from what I observe) all go on sale every other calendar* week particularly early in the morning (Trending from just before 7:00 AM up to just after 11:00 AM. Written in PST) usually on Thursday or Friday. On rare occasions, this card will drop only one calendar week after it was last on sale. Since you live in Korea, the earliest it will drop for you will be at midnight or worst case scenario, just after 4:00 AM. It actually dropped today at 7:00 AM PST, so expect it to be back in a couple weeks starting the 16th.
As for other readers, the last time the 3060 dropped on a day that wasn't Thursday or Friday was April 28, 2021. The last time it dropped on a Tuesday was February 9, 2021. Unless the trend changes, the 3060 is going to drop almost exclusively on Thursday and Friday.
*The reason I say calendar week is because the time in days between a gap, based on a drop history list I was able to get my hands on, can be a couple days shorter or longer due to them dropping on a different day of the week.
TL/DR: Every other week, currently Thursday or Friday at 15:00 to 19:00 UTC 0. Can change. Usually drops multiple times a day.
A:AnswerHey, I used a chrome extension that some dude on YouTube recommended, it wasn’t instant but I got to buy one! The best part, Best buy sells it at the price they say.
They usually restock brief amounts of time on Thursdays from 10 am to 1 pm, and weekends. This is just a pattern I discovered while waiting to catch one, it doesn’t mean that it will be the same for you and it doesn’t repeat every week. The extension really helped me, it is called Octoshop, hope it works for you.
A:AnswerThe best way to get one is probably to get one during a store event. A lot of BBY stores have Nvidia events roughly once a month where you can line up in the morning to snag a founders card. That's how my friends and I got ours and it seems to be pretty reliable as they usually have plenty of 3060ti's.

B. Best buy has 2-step verification when buying graphics cards now. You have to enter a code sent to your email address or to your phone by text. You also have to log-in to your account during check out a second time. These cards don't ship either, so you have to have a store local to you to go and pick the card up at.
A:AnswerThey tend to be restocked on Tuesdays, Thursdays, or Fridays. Ive mostly seen them drop on Tuesdays. Got a card on a Thursday and then it was lost by Ontrac. Just have the thing get shipped to your local bestbuy

A:AnswerI was able to get a gpu today! A Twitch streamer, Falcodrin, gives info and helpful tips on when websites (like Bestbuy) that are dropping cards. I also suggest you download the Bestbuy app (it’s how I was able to get my 3060 ti). There’s no exact day, but check every Tuesday and Thursday from 7:30-9:30ish am. PST. Bestbuy has also dropped many cards (60ti, 70, 80, and 90’s) on Friday’s (usually every two weeks, so the next time would be two weeks from 1/22/21) at the same time 7:30-9:30ish. I hope this helps!
