In VR, there a home page that allows you buy games from the Oculus Store. You can also buy games from the Oculus app on your phone to be downloaded on the Quest

You can alternatively use the Oculus app on your phone to browse games, and when you purchase one, it will automatically download on the paired Oculus Quest when its turned on and connected to wifi.

Facebook/Oculus has stated that they will treat this the same as a console as far as approvals. Not to sure about sideloading, but that will require you to enable developer mode and have a creator account.
