try changing the power profile to performance mode. Also turn off HP coolsense. To get every more performance you can unpark cores. Just google unpark CPU cores. Core 1 and 2 is always parked for the OS when playing games and are only used when absolutely needed. Unparking them causes the game to get the priority of the cores.
